Terry Rouch

Terry Rouch is the Assistant Director, Loan Policy and Valuation within the Department of Veterans Affairs’ (VA) Loan Guaranty Service (LGY) since June 2020. In this role, Mr. Rouch is responsible for all LGY policies related to guaranty and direct lending, appraisals and supporting functions that include Special Adaptive Housing (SAH), Assistive Technology (SAHAT) Grant Program and Native American Housing (NADL). Prior to joining the VA, he worked in various leadership roles at the Federal Deposit Insurance Corporation (FDIC), the Federal Housing Administration (FHA) with in US Department of Housing and Urban Development and has more than 25 years of experience with financial institutions across a diverse set of consumer and mortgage banking business lines.
